Studies politics of organization and reform of Brazilian higher education, focusing on three periods: 1920-45, 1945-64, 1964-70. Seeks to understand relationship among education, State, and capitalist mode of production. Uses Brazilian historical experience to compare perspectives of Althusser and Gramsci and concludes that the latter, with its emphasis on super-structure conflicts and contradictions, offersthe more appropriate framework.
